Automatically Send Message Using Hook

Hello,

I was wondering if it is possible to send a message to a user via a hook. I want to use the hook in my WordPress Form Plugin. So when the user cancels their order, it will automatically send the appropriate user a message saying “This order has been canceled” OR when making a new order it’ll say “A new order has been made”, with a link to the order.
