Private messaging url not working

Hello, I have this issue, usernames in my website are email names, such as name.username@mail.com, when I try to put these usernames in url
https://www.website.com/?new-message&to=name.username@mail.com
It is not working, the issue is probably because of characters “@” and “.”, any idea how to solve this issue?

Edit: I tried encryption
like email%40icloud.com and email%40icloud%2Ecom it still doesn’t work
